Interim Basic Services (IBS) / Emergency Shared Basic Services

The UISP process is an incremental upgrading of all informal settlements with the first step being the supply of interim basic services.

The first level and priority intervention (during Stage 1-2 of the UISP) is to be implemented in parallel to the formal in-situ township establishment processes and the development of permanent enhanced serviced sites with secure tenure.

Winner – 2021 IMESA/CESA EXCELLENCE AWARDS

The Mossel Bay UISP – Emergency Shared Basic Services received the award for the best Community upliftment and job creation project at the biennial IMESA/CESA excellence awards.

The Project won the award for the best Community-based project at the SAICE National Awards 2020

IBS / Emergency Shared Basic Services Overview:

The formalisation and development of permanently serviced sites processes (Stage 3 of the UISP) are by nature lengthy and therefore in the interim the improving of the quality of the living conditions of the resident’s households becomes a high priority.

A considerable number of the identified informal settlement areas have benefited from the previous national Access to Basic Services Programme. Those services have however deteriorated considerably and most of the areas the resident households have also increased considerably with the result that urgent rectification/upgrade/augmentation is required.

The funding for the provision of Interim Basic Services is required for the following actions:

  • Rehabilitation to render existing interim shared basic services functional in all the areas.
  • Additional and / or replacement interim shared basic services infrastructure to meet the shortfalls as identified during the investigations.
